McCann Expert Witness

Harry McCann and his company, McCannExpertWitness, has provided police, correctional and law enforcement consultation services to law firms, police departments, correctional institutions  and municipalities throughout numerous states.

Acknowledged by the Federal, State and County Courts, Mr. McCann has provided guidance and expert reports in matters dealing with correctional and police practices and procedures, the use of force, training issues and standards, classification, in custody death, Tasers and Special Response Teams.  To date, he has represented clients in Pennsylvania, New Jersey, Delaware, Maine, Kentucky, Maryland, Indiana, Arizona, Georgia, Texas and the Virgin Islands, and has provided reports and testimony in such areas as the use of force, in custody death claims, special response teams, arrest procedures, unlawful arrest, Tasers, training, PREA and legal issues.

With 37 years of law enforcement expertise in the federal, state and county level, Harry McCann Jr. provides a unique perspective of knowledge and expertise in all facets of training, policy, procedure and case review.  As the prior Director of Law Enforcement/Police Training in Bucks County (PA), the fourth largest county in Pennsylvania, he has been responsible for developing training plans and establishing policy and procedure standards for regional law enforcement and correctional agencies.
